Step one: Have a clean base

If you are going for a red lip, your lips have to be exfoliated, hydrated, and clean. Before you start applying your makeup, exfoliate your lips using a lip scrub, and apply a thick layer of lip balm. After you are done with your face makeup, clean your lips with a makeup wipe to remove foundation or powder that may be left behind.
